Einhorn project on hold again

HARTWICK The Hartwick Town Planning Board requested more information about the environmental impact of Eddie Einhorn's proposed Cooperstown Baseball World at a meeting Tuesday night.
The planners' request covered a variety of issues, including more information about the camp's groundwater use, stormwater management and archaeological impact, as well as a more complete narrative of the project's components.
In making the request, planners adopted the recommendations of its engineering firm, Cazenovia-based Stearns & Wheler Cos., which reviewed Einhorn's Draft Environmental Impact Statement for the proposed summer youth baseball camp on state Route 28 in the town of Hartwick.
Planners requested more specific information about the number of teams at the camp each week and if the proposal calls for a hotel.
In the DEIS, Einhorn calls for 32 teams per week and does not mention a hotel which was included in an earlier version of the project but planners requested clarification.
After the vote, Einhorn told the board he was upset the approval process has taken so long and required steps that he said were not required of other developers.
"I don't think this is the way to do business in this area," Einhorn said before the board and more than 30 residents who attended the meeting.
Nonetheless, Einhorn said, he believes a majority of Hartwick residents support the project and he will submit a revised DEIS statement promptly and continue the process.
"I would like to bring it to an end one way or another," he said.
Once Einhorn submits his revised DEIS, the planning board will have 30 days to approve it, deny it or request more information, said Thomas Fucillo, a lawyer representing the town. If the planning board approves the DEIS, the public will have a chance to comment before a final environmental impact statement is approved, he said.
After the final EIS is approved, Fucillo said, planners will consider the project's site plan.
