Otsego Manor’s progress delayed by wet concrete

PHOENIX MILLS — Otsego Manor, Otsego County’s new $30 million nursing home, is nearly complete, but moist concrete has slowed progress considerably as the project nears completion.
In one of four wings and part of another wing of the structure on Phoenix Mills Road, south of Cooperstown, concrete has not dried sufficiently to allow contractors to install sheets of vinyl flooring. For the county to receive a warranty on the vinyl, the concrete must have a moisture content of 3 percent or less.
If the concrete is too wet, moisture may bubble up under the vinyl sheets. For weeks, the county has waited for the concrete to dry. Last week, the heat was turned up in the building in the hopes that would help dry the concrete faster, but tests showed the co[an error occurred while processing this directive]
