Dudek, 18, is a foster child, technically a ward of Otsego County. She, her law guardian and her foster parents say she needs permission from the county’s DSS to get a learner’s permit and driver’s license and she hasn’t been able to get the required signature.
DSS Commissioner Daniel Denofrio disagrees and says foster children may enroll in driver’s education programs and receive learner’s permits and licenses. Denofrio said the office isn’t stopping Dudek from getting a permit or a license.
